In a short period after its establishment, this operation rapidly expanded across 13 provinces and cities in Vietnam. It involved a total of 25 betting agency representatives and operating servers located in the capital city of Hanoi.

To execute his actions, Nguyen Van Duong collaborated with Phan Sao Nam, the initiator, and 90 other related individuals. Among them was Nguyen Thanh Hoa, the former Director of the C50 Department at that time, who not only acted as a protector but also facilitated the activities of these individuals.
